When someone living to far will try to send you a message, they will see system notification saying you are interested to communicate only with people living in a particular city / region / country.

 To enable the filter, go to "Search Criteria", find the block "Search Criteria" and select the desired region. Then scroll down to the block "Filter incoming messages", check the item "I want to receive messages only from people who live in the region of my search" and save settings ("Save" button).
